About this file
This is a Request for Bid (RFB) issued by the Kentucky Transportation Cabinet, Division of Purchases, for electrical maintenance and repair services to support Highway District 7 (Paducah District). The contract encompasses field construction, troubleshooting, and repair of traffic signals, flashing beacons, school flashers, and various lighting installations (roadway, aviation, bridge, pedestrian, rest area, weight station, intersection, tunnel, and navigation lighting) across twelve counties in the district: Anderson, Bourbon, Boyle, Clark, Fayette, Garrard, Jessamine, Madison, Mercer, Montgomery, Scott, and Woodford. The solicitation includes 24 line items comprising labor (electrician, laborer, equipment operator), equipment rental (bucket trucks, service vehicles, specialized machinery), and materials (wire, aggregate, concrete bases for poles and pedestals). The bid closing date is May 5, 2026, at 1:30 p.m. Eastern Time, with a tentative award date of June 1, 2026. The initial contract period begins no earlier than June 1, 2026, and expires May 31, 2027, with four optional one-year renewal periods available. The bidders' conference and site visit information are not specified in this document.
Pricing is evaluated on a best-value approach with price as the sole measurable criterion (100 points), with the lowest bidder receiving maximum points and other bidders scored proportionally. Maximum hourly rates are capped at $66.00 for electricians, $40.00 for laborers, $55.00 for equipment operators, and $15.00 for on-call services. All bids must be submitted electronically through the Kentucky Vendor Self Service portal; paper and email submissions will not be accepted. Bidders must be registered in the eProcurement system at least 24-48 hours prior to submission. The Commonwealth reserves reciprocal preference for Kentucky resident bidders and preferences for qualified bidders including Kentucky Correctional Industries (20 percent preference) and nonprofit organizations serving individuals with disabilities (15 percent preference). All contractors must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability Insurance of $1,000,000 combined single limit and Kentucky Workers' Compensation Insurance. Contractors must provide proof of electrical contractor licensure, licensed electrician credentials for each crew, IMSA certifications, Work Zone Traffic Control credentials, and equipment documentation prior to award. The contract requires contractors to furnish labor, equipment, and tools; the Commonwealth provides most materials except for designated "furnish and install" items. Liquidated damages of $500 per day apply for failure to meet specified completion timeframes.

Daily reports signed by the KYTC designee will not be the official record for the hourly and items done on a daily basis. The Contract Manager shall have the final decision of what items and hours worked will be paid on the monthly invoice. This decision will be based on the Contractor’s daily reports, KYTC designee daily reports, and the work orders that are finished during the time period for this monthly invoice. Field report summary spreadsheets shall be delivered in an Excel format agreed upon between the Contractor and Contract Manager. We require that the contractor use the attached Excel spreadsheet to do the daily field reports on the computer that each electrician is required to have. This alternative shall be accessible to the Contract Manager.
A daily field report shall be submitted for each construction work site and shall include a detailed description of the work performed each day. The daily field report shall include details of all bid items or hourly items used for each work site each day. Maintenance, troubleshooting, or inspection at multiple sites in a single day may be combined on a single field report with the approval of the Contract Manager. The Contractor shall notify the Contract Manager of any work conducted by a non-licensed individual that the Contractor feels should qualify for the electrician pay rate. The Contractor shall notify the Contract Manager for approval of such situations before the non-licensed individual does any work as an electrician.
