About this opportunity

The City of Philadelphia is requesting quotes on electrical equipment testing under a small order purchase to be awarded as a whole or by line item to the lowest responsive and responsible bidder, with quotes due October 12, 2026. Vendors must quote all items to be eligible for award; the Local Business Enterprise (LBE) bid preference per Philadelphia Code Chapter 17-109 applies to certified LBEs, though the LBE Program does not apply to this small purchase classification.

The contract term is one year with options to renew for up to three additional one-year periods, not to exceed four years total. The maximum contract amount is $99,000, adjusted annually by the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, and rounded to the nearest thousand dollars. All pricing must be quoted net and exclusive of taxes; delivery is FOB Destination Point.

Submission occurs through PHLContracts (phila.gov). Vendors must complete a signed Consent and Authorization Agreement prior to quote closing; the form may be attached to the vendor profile during registration or submitted with the first quote, though the City recommends profile attachment to avoid resubmission requirements for future bids. All required questions must be answered and all validation messages resolved before submission is permitted. Submission of the optional LGBTQ Applicant Opportunity Data Form is voluntary and does not impose contractual obligations; data collected will be used to identify LGBTQ-owned businesses and facilitate their inclusion in the City's vendor database.

Successful sellers must maintain workers' compensation coverage at statutory limits, general liability of $500,000 per occurrence, and automobile liability of $300,000 per occurrence. Sellers must comply with all applicable laws, tax requirements for Philadelphia business operations, ethics requirements, and nondiscrimination provisions, and shall indemnify the City against losses and liabilities arising from performance or negligence. Services shall not commence until official notification from the department.
