About this file

This document is a Seller Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform for an Electrical Equipment Testing procurement opportunity in Pennsylvania. The checklist outlines the required steps for vendors to submit quotes for this small order purchase, which will be awarded as a whole or by line item at the City's discretion to the lowest responsive and responsible bidder. Vendors must quote all items listed in order to be eligible for award, and services should not commence until official notification from the department is received.

The submission process requires vendors to complete multiple mandatory steps including selecting appropriate seller role credentials, providing unit costs for each item, answering all required questions, accepting terms and conditions, and uploading necessary documentation. Critical attachments include an executed Consent and Authorization form, which must be on file or attached with the quote, and an optional LGBTQ Applicant Opportunity Data Form. Vendors must also confirm Local Business Entity (LBE) certification status, though the LBE Program does not apply to this small purchase classification. All validation messages must be resolved before submission is permitted through the PHLContracts.phila.gov platform.
