About this opportunity
The City of Pasadena, located in Los Angeles County, California, is soliciting bids for an Electric Vehicle Supply Equipment (EVSE) project at Playhouse Park, situated at the corner of Union and El Molino. The procurement involves furnishing and installing 24 Level 2 electric vehicle charging stations with specific technical requirements, including 240V operation, standard J1772 charging ports with a 6.2kW nameplate charging rate, and a load management system compatible with the existing 400A at 120/240V service capacity. Charging stations must be pole-mounted with retractable cable management, provide Wi-Fi connectivity, collect energy and usage data, enable credit card payments, and include five years of back-office software support. Bidders must possess an Electric Vehicle Infrastructure Training Program (EVITP) certification and submit an electronic bid bond for 5% of the total bid price. The pre-bid meeting is scheduled for February 20, 2025, with bid submissions due by 3:00 pm on Tuesday, April 8, 2025. The project is funded by the Department of Energy and requires compliance with prevailing wage requirements, federal contract provisions, and local regulations, including the City of Pasadena's Living Wage Ordinance.
While specific set-aside designations are not explicitly detailed in the documentation, the procurement emphasizes equal employment opportunity and requires vendors to submit various forms demonstrating workforce diversity and legal compliance. The contract will have an initial five-year term with potential for three optional one-year extensions. The project aims to support climate change mitigation efforts by expanding electric vehicle infrastructure. Bidders must complete and submit multiple required forms, including a Vendor Questionnaire, Licenses and Certifications form, Project Workforce Utilization forms, Signature Page, Legal Status form, and Non-Collusion Declaration. Specific budget details are not provided in the available documentation, but the comprehensive technical requirements and multiple submission forms suggest a significant investment in municipal electric vehicle charging infrastructure. Potential contractors will need to demonstrate relevant experience in similar EVSE installations and comply with the city's technical and operational standards.
