About this opportunity

Volusia County is requesting bids for electric motor repair services across its seven wastewater treatment facilities, nine water treatment facilities, and 126 sewer lift stations, with proposals due September 25, 2026 at 3:00 p.m. through the County's eProcurement Portal. A local preference of three to five percent is available to businesses with documented permanent locations in Brevard, Lake, Orange, Osceola, Seminole, or Volusia County for at least six months prior to solicitation closing.

The scope encompasses repair of electric motors up to 100 horsepower, including submersible pump motors and dry application motors. Work includes disassembly and inspection, rewinding, baking and dipping, machine work, bearing replacement, heat strip replacement, reassembly, testing, and painting. Contractors must complete a pricing template (Attachment A Sample Job List) containing eleven representative motors from various county facilities; all green-shaded fields are mandatory or the bid will be deemed non-responsive. Pricing is structured as an hourly labor rate plus a percentage markup over actual parts costs. Contractors must guarantee minimum 15-month warranties on both labor and parts, respond to regular orders within 24 hours and emergency orders within 16 hours, and provide service during normal business hours (8:00 a.m. to 5:00 p.m. Monday through Friday), overtime hours, weekends, and holidays with a flat-rate service call fee covering travel, mileage, and labor.

The contract will be awarded to the lowest responsive and responsible bidder based on total cost from Attachment A, with evaluation consideration for emergency response timelines, past performance references from the previous three years, technical specifications compliance, and financial stability. The initial term is three years with two optional one-year renewals contingent upon mutual written agreement and County Council approval. Annual price redeterminations are permitted based on documented increases in wages, fuel, or materials using the Employment Cost Index or Producer Price Index. Contractors must carry workers compensation with Florida statutory coverage and waiver of subrogation, commercial general liability at a minimum of $1 million per occurrence and $2 million general aggregate, and auto liability with a $1 million combined single limit. The County will pay undisputed invoices within 45 business days, with interest accruing at one percent monthly on unpaid invoices after 30 days. Questions are due September 11, 2026 at 11:59 p.m.
