About this opportunity
The City of Gallup, New Mexico is requesting bids on Itron electric meters equipped with factory-installed Tantalus communication modules under an indefinite quantity ITB-2620, with bids due June 16, 2026 at 2:00 p.m. via the OpenGov eProcurement Portal. No substitutes for Tantalus equipment will be accepted — this is a mandatory single-source specification tied to the City's standardized AMI network.
The scope covers eight meter types (FM1S, FM2S, FM3S, FM4S, FM9S, FM12S, FM16S, FM45S) with estimated total quantities of approximately 496 units across all line items, ranging from 10 to 400 units per model. All meters must meet ANSI C12 standards and carry factory-integrated Tantalus modules. The contract establishes pricing for up to four years with automatic renewal for three additional one-year periods unless terminated. The City does not guarantee minimum purchase quantities; orders will be placed on an as-needed basis to replenish warehouse stock for current and future deployment.
Bidders must possess a current City of Gallup Business License. If claiming New Mexico Resident Contractor or Resident Veteran Contractor preference, vendors must provide current certification from the New Mexico Department of Taxation and Revenue. All bids must quote F.O.B. Destination with freight prepaid and included in unit price. An escalation clause permits up to two price increases per contract period, subject to written justification and City approval.
Pre-award testing is required: the selected vendor must submit one FM2S meter within five business days of the Notice of Intent to Award for Tantalus compatibility verification before final award. Questions are due June 5, 2026. A Zoom meeting link is available for interested parties; no mandatory bidder conference or site visit is specified. The City reserves the right to award on a "Total All or None" basis to the lowest responsible bidder.
