About this opportunity
The City of Phoenix Water Services Department is seeking a contractor for Electric Meter Testing, Calibration, and Repairs through Invitation for Bid (IFB-26-0013), a comprehensive five-year contract expected to commence on September 1, 2025. The solicitation covers 182 line items involving testing, calibration, and repair services for electrical meters and testing equipment from various manufacturers including Fluke, AEMC, and Amprobe. Bidders must have been in business for at least five years, with employees certified to complete repairs and calibration, and must possess ISO 9001:2015 certification and ISO 17025 accreditation for repair labs. Key procurement dates include a pre-offer conference on June 30, 2025, a deadline for questions on July 7, 2025, and a bid response deadline of July 11, 2025 at 2:00 pm. The City will award the contract to the most responsive and responsible bidder, with unit pricing proposed for each of the 182 line items and quantities ranging from 1 to 123 units per item.
The procurement appears to have standard requirements for local business participation, mandating that contractors maintain a local business facility in the Greater Phoenix, Arizona area. While specific set-aside designations are not explicitly detailed in the documents, the City's supplemental terms and conditions indicate strong commitments to nondiscrimination and potential opportunities for disadvantaged business enterprises. Contractors must provide comprehensive insurance coverage and comply with extensive civil rights and workplace safety regulations. The contract will require strict adherence to sensitive security information protocols, as outlined in the Sensitive Security Information Acknowledgement Form. Though a specific contract value is not stated, the comprehensive nature of the 182-line item bid and five-year contract term suggests a potentially significant procurement opportunity. The City reserves the right to adjust quantities and modify contract specifications as operational needs evolve.
