About this opportunity
The City of Miami Beach, Florida, is seeking qualified suppliers through Invitation to Bid (ITB) 2025-011-JP to provide electric leaf blowers and accessories for the Sanitation Division of the Public Works Department. The procurement aims to replace an expiring contract and will operate on an "as-needed" basis with an initial three-year term, potentially extending to five years through additional renewal options. The city is specifically interested in Stihl BGA 100 Leaf Blowers and related accessories, with bidders required to be authorized U.S. dealers offering unused, new equipment. Evaluation will be based on the lowest percentage mark-up or discount from the manufacturer's suggested retail price (MSRP), with the potential to select multiple vendors to ensure product availability. Key procurement dates include a pre-bid meeting on June 30, 2025, at 2:00 pm ET, question submissions due by July 14, 2025, and bid responses required by July 28, 2025, at 3:00 pm ET. Bidders must demonstrate compliance with various technical specifications, including compatibility with the city's existing 2600-Watt mobile inverters for charging leaf blower equipment.
The solicitation includes comprehensive set-aside and qualification requirements targeting diverse business participation. Bidders must complete extensive certifications addressing small and disadvantaged business enterprises, LGBT business enterprise status, and compliance with local social responsibility standards. The procurement encourages participation from veteran-owned businesses and requires submission of a Dun & Bradstreet Supplier Qualification Report. Vendors must certify compliance with anti-human trafficking regulations, living wage standards, and fair chance hiring practices. The city has an average annual expenditure of approximately $176,500.00 for these products, suggesting a potential contract value between $500,000 and $900,000 over the full contract term. Notably, the bid includes unique local requirements, such as a moratorium on travel to and purchasing from Mississippi, demonstrating the city's commitment to social and ethical procurement practices. Multiple vendors may be selected to ensure robust supply chain availability and competitive pricing.
