About this opportunity

The State of Rhode Island, through the Division of Purchases, is seeking qualified contractors for the Eleanor Slater Hospital Regan Ligature Mitigation Improvements project located in Providence County. This Request for Quotation (RFQ) seeks to transform the existing 1980s medical facility into a modern behavioral healthcare facility, with primary emphasis on ligature risk mitigation and compliance with current building codes and FGI requirements. The comprehensive project will upgrade the facility to accommodate 78 psychiatric patients across seven units spread over four floors, with additional improvements including first floor cafeteria renovations, patient courtyard updates, building tower roof replacement, elevator modernization, and exterior facade and window upgrades. The solicitation was posted on July 25, 2023, with responses due by October 2, 2023, and a non-mandatory pre-bid conference scheduled for August 1, 2023, at 9:00 AM EST at the facility. Vendors are required to submit a base bid price covering all specified work, including bond costs, and may also submit six optional add alternates for additional scope items. The initial contract term is anticipated to run from approximately September 15, 2023, through the end of 2025, with potential for a one-year renewal.

The procurement includes specific requirements for vendor participation, with a mandatory 10% Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation goal. Vendors must submit a bid surety bond or certified check for 5% of their cost proposal, and the successful bidder will be required to furnish 100% payment and performance bonds from a Rhode Island-licensed surety. Liquidated damages are set at $1,000 per day for project delays. Insurance requirements include $1,000,000 in liability coverage, $100,000 in workers compensation, and $1,000,000 in automobile liability. All vendors bidding on this public works project valued at $1,000,000 or higher must be prequalified by the Division of Purchases and maintain all required state licenses and permits. While no specific budget range is explicitly stated, the comprehensive nature of the renovations and the facility's size suggest a significant investment in modernizing the behavioral healthcare infrastructure. The State reserves the right to make single or multiple awards and to reject any or all bids based on their evaluation criteria.
