About this opportunity

The New Mexico State Purchasing Division, on behalf of the Department of Cultural Affairs, is issuing an Invitation to Bid (ITB No. 60-50500-26-32761) for the complete demolition and site restoration of the El Camino Real Historic Site located at 300 East County Road #1598, San Antonio, New Mexico 87832. The project scope includes the demolition of all buildings, structures, and improvements with foundations and slabs removed to 12 inches below grade; removal of all electrical, mechanical, plumbing, and fire suppression systems; site grading and restoration with native grass reseeding; and proper disposal of all materials at licensed facilities. Bidders must hold a valid New Mexico Construction Industries Division license with GB-98 General Building classification, maintain general liability insurance of $1 million per occurrence and $2 million aggregate, workers' compensation insurance, and commercial auto insurance, and must have a minimum of three years of experience in commercial demolition and site restoration with documented completion of three similar projects within the last five years. A mandatory pre-bid conference will be held on Wednesday, April 8, 2026, from 10:00 AM to 12:00 PM at the project site, and sealed bids are due electronically via eProNM by 2:00 PM on Wednesday, April 22, 2026, with public bid opening to follow via Microsoft Teams. The contract will be awarded to the lowest responsible bidder submitting a lump sum base bid, with work commencing no later than 15 calendar days after the Notice to Proceed and substantial completion required within 150 calendar days. Contractors must submit a 100% Performance Bond and 100% Payment and Materials Bond prior to contract award, with bid security remaining valid for 120 days after bid opening. Contractors with bids exceeding $60,000 must register with the New Mexico Department of Workforce Solutions and comply with Public Works Minimum Wage Act requirements.

New Mexico and Native American Resident Preference certificates are available from the Department of Taxation & Revenue for eligible bidders, with preference applied to monetary values only, though no specific set-aside percentages or disadvantaged enterprise restrictions are identified in the procurement documents. The contract documents do not reference any incumbent vendors or current contractors, as this represents a new demolition project rather than a continuation of existing services. No specific budget range or estimated award value is disclosed in the ITB documentation, with the contract sum to be determined by the lowest responsive and responsible bid submitted, excluding gross receipts tax which will be added separately at prevailing rates. Liquidated damages are assessed at one hundred dollars ($100.00) per consecutive calendar day for failure to achieve substantial completion within the specified 150-calendar-day timeframe. The Owner reserves the right to reject any or all bids and waive technical irregularities in the bidding process.
