About this opportunity
The City of Tustin is requesting sealed bids for traffic signal improvements at El Camino Real and Auto Center Drive (CIP No. 40097), with bids due September 9, 2026 at 2:00 p.m. via the City's OpenGov electronic bidding portal. Bidders must hold a valid California Contractor's License (Class A or C-10) and be registered with the California Department of Industrial Relations prior to bid listing and award.
The scope encompasses demolition and removal of existing traffic signal equipment and hardware, followed by installation of new poles, pull boxes, conduits, conductors, detector loops, DLC wires, and curb ramps as detailed in the project plans. Work includes LED signal heads with left-turn arrow configurations, APS pedestrian push buttons with braille signage, and compliance with City of Tustin Department of Public Works standards and the latest edition of the California MUTCD. The contractor must obtain a City business license prior to commencing work and provide construction surveys at no cost to the City.
The Engineer's estimate is $209,000. The contract allows 30 working days for completion following the Notice to Proceed, with provisions for suspension of working days pending delivery of long-lead traffic signal equipment. Liquidated damages are assessed at $900 per day for contract delays.
Bid security equal to 10% of the total bid amount is required (cashier's check, certified check, or bid bond) submitted both electronically and as hard copies to the City Clerk by the deadline. The apparent low bidder must submit performance and payment bonds each equal to 100% of the contract amount, along with commercial general liability and automobile liability insurance with minimum single limit coverage of $2,000,000 and workers' compensation insurance. Five percent of all progress payments will be withheld as retention. Prevailing wage requirements apply under California Labor Code sections 1770 et seq., with certified payroll records required biweekly from the construction start date. Questions are due August 20, 2026. Bidders must inspect the project site prior to bid submission. Bid validity is 60 calendar days.
