About this opportunity

The Evangelical Free Church of Broomfield Association (EGBA) issued an Invitation for Bid (IFB) for the Missionary Tower Replacement project located in La Plata County, Colorado, approximately 10 miles northeast of Durango. This procurement sought the design, supply, and erection of a 160-foot self-support communication tower capable of accommodating 26 antenna and equipment positions at various elevations ranging from 20 to 160 feet. The tower design was required to comply with applicable laws and codes, support existing and future antennas without exceeding 80% of full capacity, and meet specific environmental criteria including a basic wind speed of 110 miles per hour, design ice thickness of 0.25 inches, and site elevation of 9,851 feet with a ground elevation factor of 0.700. The project included comprehensive geotechnical requirements with a maximum allowable soil pressure of 3,000 pounds per square foot and utilized a pad and pier foundation design. A mandatory pre-bid conference was held on October 25, 2017, and bids were due by February 9, 2018. The winning bidder was required to submit sealed packages containing one original, two hard copies, and one digital copy on a USB thumb drive to the State's OIT Procurement and Vendor Services office at 601 East 18th Avenue, Suite 150, Denver, Colorado 80203, and would be evaluated based on lowest responsive and responsible bid criteria.

This procurement was restricted to three pre-qualified tower vendors selected from a prior Request for Proposals (RFP 2018-000010), making it a limited competition opportunity. Bidders were required to provide a bid bond in an amount not less than five percent of the total bid price, and the successful vendor was obligated to furnish performance and labor and material payment bonds, insurance certificates with minimum coverage including general liability of $2,000,000 aggregate and umbrella liability of $5,000,000, and an affidavit regarding unauthorized immigrants within ten days of notice of award. All vendors were required to comply with the 80% Colorado labor requirement for public works projects, and Service-Disabled Veteran Owned Small Business (SDVOSB) certification documentation was required if applicable. Pricing was to be quoted F.O.B. Destination with all applicable taxes included, with payments due 45 days following receipt of proper invoices. The State intended to award one contract for a maximum term of five years in one-year increments at the State's discretion, commencing on the date the first order was placed. However, this solicitation was subsequently cancelled as evidenced by the cancellation notice posted on February 2, 2018, the same date as the original IFB posting, with no contract ultimately awarded.
