About this opportunity

The State of Colorado Office of Information Technology is soliciting vendor quotes for SLDS Analytics Schema Stress Testing, Reporting, and RStudio Support under documented-quote solicitation EGB FY27 SLDS FR 13537925, with responses due July 28, 2026 at 4:00 p.m. MDT via BidNet Direct. This is a five-working-day turnaround from posting.

Mandatory qualifications include a minimum three years of corporate experience with State Longitudinal Data Systems, demonstrated RStudio and R ecosystem proficiency, current Colorado business registration, and ability to commence August 1, 2026 and complete by June 30, 2027. All work must comply with Colorado accessibility standards, WCAG 2.1 Level AA, and FAR Policy Alert #20-124 restrictions on video surveillance and telecommunications equipment from specified vendors. Vendors must be located in the United States and perform background checks on employees accessing state records.

The scope encompasses three task areas: schema stress testing and performance optimization of Colorado's COdata system (which tracks K-12, higher education, and workforce data) to evaluate resilience under heavy reporting loads and validate data integrity; analytics and reporting development to transform raw longitudinal data into production-ready analytical assets and automated compliance reports; and analyst support with RStudio integration, custom R packages, and upskilling for state data analysts. The current environment operates on Snowflake with 1–2 schemas containing approximately 30–40 major database objects, supporting 15–20 concurrent users. The state will provide test environments with representative data and existing documentation including data dictionaries and business rules.

The contract term runs August 1, 2026 through June 30, 2027. Pricing must be a single fixed fully-loaded hourly rate with task-by-task hour breakdowns for all subtasks; all pricing must remain firm through the contract term. The award ceiling is $350,000. Vendors must achieve 95% milestone completion on scheduled dates and complete all deliverables within two review iterations. Code review and acceptance timelines are expected within one to two weeks of development completion. Award will be made to the responsible respondent whose acceptable quote is deemed most advantageous, with price as primary consideration, followed by technical approach, SLDS and RStudio experience, and deadline feasibility. Questions should be directed to Brandon Brasfield at Brandon.Brasfield@state.co.us.
