About this file
This is a Questions and Answers document for a Colorado state contract opportunity related to SLDS (State Longitudinal Data System) Analytics Schema Stress Testing, Reporting, and RStudio Support. The State of Colorado seeks vendor services to conduct performance testing, optimization, and support for its analytics infrastructure through June 30, 2027. The procurement follows a streamlined documented quote process with a maximum 5-page technical narrative and itemized cost matrix. The vendor response submission deadline is July 28, 2026, at 4:00 PM MDT, with the posting period providing five full working days to exceed statutory minimum requirements. No site visits or bidder's conferences are mentioned in the Q&A document.
The current analytics environment operates on a Snowflake database platform with 1-2 schemas containing approximately 30-40 major database objects, supporting approximately 15-20 concurrent users. The State currently employs 3 analysts with plans to bring in an additional 7 contracted staff, and a test environment with representative data will be provided. The selected vendor must implement all database objects, performance optimizations, and testing while achieving 90% test coverage on newly developed code and ensuring all deliverables meet WCAG 2.1 Level AA accessibility standards. The total award will not exceed $350,000. All vendors must be located in the United States, perform background checks on employees with access to State records, and comply with IRS requirements if accessing Federal Tax Information. The State will provide existing documentation including data dictionaries, business rules, and schema documentation. Code review and acceptance timelines are expected within 1-2 weeks of development completion, with a maximum of two review iterations permitted.

# question answer
Will the State extend the deadline by one or two weeks?
No. The State will not extend the Vendor Response Submission Deadline. In accordance with Colorado Procurement Rule 1 CCR 101-9, Rule R-24-103- 204-03(f), Documented Quotes require a minimum posting period of three (3) working days. The current schedule—published on July 21, 2026, and closing on July 28, 2026—provides five (5) full working days, which exceeds the state statutory requirement. Given the streamlined submission requirements outlined in Section 3.3 (a 5-page maximum technical narrative and an itemized cost matrix), the State has determined that sufficient time is provided for prospective vendors to submit a thorough and competitive quote. All Vendor Responses remain strictly due by July 28, 2026, at
4:00 PM MDT
Is there an incumbent currently providing these services?
Yes, these services are currently being provided by a vendor.
Please identify the current database platform and hosting environment, approximate number of in-scope schemas and major database objects, data volume, source agencies or datasets, and the current RStudio or Posit environment.
Database platform is Snowflake. Except to have 1- 2 schemas with around 30-40 major database objects on this Anaytics build.
Please provide any known performance issues, expected concurrent-user or reporting-load levels, target performance benchmarks, and whether the State will provide a production-like test environment with representative data.
No performance issues currently. Expecting roughly 15-20 concurrent users. Appropriate Test environment with data will be provided.
Is the selected vendor expected to implement and deploy schema, indexing, view, stored procedure, and other performance changes, or provide findings and scripts for State implementation?
Yes, vendor will be expected to create all related database objects along with peformance testing.
Please provide the anticipated number or approximate level of effort for research questions, analytical datasets, compliance reports, aggregate tables, R scripts, templates, internal packages, and R-based applications expected during the contract term.
Determination on level-of-effort is currently in-progress. Will be provided when ready.
Is the current COdata analytics backlog available for review, or can the State provide the approximate number, priority, and complexity of backlog items expected to be completed by June 30, 2027?
Current backlog build-out is in-progress. Will be provided for review when ready.
Will the State provide existing architecture documentation, data dictionaries, business rules, identity-matching logic, schema documentation, known-issue logs, and prior performance or data-quality findings? Yes, existing documentation will be provided.
Approximately how many analysts will be supported, and what weekly volume of office hours, training sessions, troubleshooting requests, or support tickets should respondents assume?
This project is not yet live. At the current time, there are 3 analysts working in this environment with the expection of bringing in an additional 7 contracted staff. We anticapte the analysts working in the environment to be consistent and thus ongoing onboarding should not be required.
We do not have baseline metrics for the expected number of tickets.
Please clarify whether the 90% test-coverage requirement applies only to newly developed code or also to existing code modified by the vendor, and how test coverage will be measured.
The 90% test-coverage will be applied to the newly developed code. Will be measured by during testing with DB code testing/logging as appropriate.
Please clarify which deliverables must comply with WCAG 2.1 Level AA, particularly whether the requirement applies to internal scripts, datasets, technical documentation, Quarto reports, dashboards, and R-based applications.
All documentation, reports and dashboards should meet accessbility standards
Please describe the anticipated vendor access model, security and data-handling restrictions, background-check requirements, and whether any onsite work or travel is expected.
No onsite work is expected but all vendors must be located in the United States.
Regarding Background Checks:
Contractor shall perform current background checks in a form reasonably acceptable to the State on all of its respective employees and agents performing services or having access to State Records provided under this Contract, including any Subcontractors or the employees of Subcontractors. A background check performed within 30 days prior to the date such employee or agent begins performance or obtains access to State Records shall be deemed to be current.
i.Upon request, Contractor shall provide notice to a designated representative for the State indicating that background checks have been performed. Such notice will inform the State of any action taken in response to such background checks, including any decisions not to take action in response to negative information revealed by a background check.
ii.If Contractor will have access to Federal Tax Information under the Contract, Contractor shall agree to the State’s requirements regarding Safeguarding Requirements for Federal Tax Information and shall comply with the background check requirements defined in IRS Publication 1075 and §24-50-1002, C.R.S.
Please describe the review and acceptance process for each deliverable, including expected review timelines, acceptance criteria, and how the two-review-iteration limit will apply if requirements or business rules change after initial submission.
Code review, testing & demo within 1-2 weeks of dev completion on tasks.
Please confirm what documentation will be accepted to demonstrate the mandatory three years of corporate experience with SLDS or disjointed datasets, and whether comparable public-sector multi-agency longitudinal-data projects qualify.
Comparable Public-Sector multi-agency project experience will be accepted. Acceptable documentation could include completed representative reports, links, or project write ups
Please confirm whether resumes, references, certifications, mandatory-requirement attestations, and the Cost and Hour Matrix are excluded from the five-page Technical and Qualifications Narrative limit.
Resumees, References, and attestations are not included in the 5 page maximum
Please confirm whether any separate cover letter, signed certification, debarment statement, references, resumes, or other forms must be submitted with the quote.
No references are required to be submitted with the quote.
Has the State established an estimated budget or not-to-exceed amount for this engagement? The total award will not exceed 350,000
