About this opportunity
The State of Colorado's Governor's Office of Information Technology is issuing a Request for Information (RFI 2026-044) on SD-WAN and Internet sourcing for statewide network telecommunications transport and wide-area network connectivity, with responses due July 15, 2026 at 1:00 PM MST/MDT. This is market research preceding a formal competitive solicitation; no award results from RFI responses.
The scope covers enterprise telecommunications transport, Layer 2 WAN connectivity, and dedicated internet access for approximately 600–800 remote agency endpoints distributed across Colorado's geographically diverse regions, served by four hub sites: the State Data Center in Lakewood, Sherman Street in Denver, Jetway Court in Pueblo, and Academy Loop in Colorado Springs. The resulting contract will be structured as a permissive cooperative agreement available to Executive Branch agencies (mandatory participation), Legislative and Judicial branches, and political subdivisions including counties, school districts, municipalities, and institutions of higher education across Colorado.
OIT seeks vendor input on two primary pricing models: a standardized Bandwidth Tier Matrix using flat monthly recurring costs for fixed speed capacities regardless of location, or a Geographic Zonal Banding approach segmenting the state into regional bands with tiered pricing scaled per zone. Respondents must address cost structures (upfront Non-Recurring Costs versus rolling into Monthly Recurring Charges over 3–5 years), service scope options (transport-only versus full-stack managed SD-WAN with orchestration and security), operational models (customer-managed, fully provider-managed, or shared-management), pricing methodologies for third-party local exchange carrier costs, migration strategies, performance-based SLA structures, and API integration with Colorado's financial systems per Colorado Fiscal Rule 1-2. Technical feedback on Layer 2 WAN support for IPv4, OSPF, OSPFv3, BGP, IGMP, and PIM multicast configurations is required, with preference for 9,000-byte jumbo frame capabilities and QoS preservation.
Responses are limited to 30 pages (increased via Addendum #2, posted June 24), submitted electronically through BidNet Direct. The State has declined to disclose estimated contract value or internal budgetary parameters at this stage. The current incumbent operates under multiple commercial contracts established through IFB #2021000166. OIT intends to issue a formal competitive solicitation following this market research phase.
