ADDENDUM NO. 03 – Colorado State Network Telecommunications Transport WAN Connectivity
This is an Addendum to Request for Information (RFI) 2026000044 issued by the State of Colorado for SD-WAN and Internet sourcing services. The addendum modifies and clarifies the original RFI requirements for statewide network telecommunications transport and wide-area network (WAN) connectivity. The RFI seeks information from potential vendors regarding their capabilities to provide SD-WAN solutions and internet connectivity services to support Colorado's state network infrastructure. Addendum No. 03 provides additional details, clarifications, or modifications to the original RFI terms, evaluation criteria, or technical specifications. Potential respondents are required to review and incorporate this addendum into their responses to ensure compliance with the updated requirements. The addendum establishes revised submission deadlines and any modifications to the response format or evaluation methodology outlined in the original solicitation.
Key pricing considerations, set-asides, incumbent information, and funding sources are subject to the terms outlined in the addendum and the parent RFI. The State of Colorado will evaluate responses based on technical capabilities, pricing proposals, and vendor qualifications to support the state's network modernization and connectivity objectives. Any renewal options, contract term duration, and performance requirements specific to this procurement are detailed within the complete RFI documentation and its associated addendums.

STATE OF COLORADO
Governor's Office of Information Technology (OIT) ADDENDUM NO. 03 RFI 2026-044 – Colorado State Network: Telecommunications Transport/WAN Connectivity Date: June 25, 2026
1. Purpose of Amendment This addendum is issued to clarify an administrative oversight regarding the submittal formatting instructions referenced in the previously published Questions and Answers document.
2. Clarification on RFI Workbook / Standard Response Template The response to Question 31 in the Q&A document incorrectly instructed respondents to utilize a "standard response template provided in the RFI workbook".
● Correction: Please be advised that no separate RFI workbook or standard response template exists for this market research phase.
● Intent: OIT's objective during this Request for Information phase is to gather baseline market intelligence, technical frameworks, and operational data. Formatting constraints should not create an administrative burden or hinder your organization’s ability to provide clear, comprehensive information.
3. Alternative Submission Structure In the absence of a standardized workbook, vendors are formally requested to organize their voluntary responses into the three-section structure outlined below:
● Section 1: Vendor Background & Administrative Overview
○ Include responses to RFI Sections 2.1 & 2.2 (Administrative/Company Profile).
● Section 2: Technical and Functional Response
○ Include responses to RFI Sections 2.3, 2.4, 2.5, & 2.6 (Core Technical, Integration, and Transport Specifications).
● Section 3: Supplemental Materials & Attachments
○ Include any proprietary baseline product architectures, workflows, case studies, or whitepapers supporting your technical claims (RFI Section 2.7).
OIT values your industry expertise and looks forward to your insights on modernizing and scaling the Colorado State Network footprint.
