About this opportunity
The Madison Metropolitan Sewerage District (MMSD) is seeking proposals for an Effluent Cabinet Analyzer System through a competitive Request for Proposal (RFP) process. The project aims to replace existing composite samplers with a comprehensive analyzer and sensor system capable of measuring orthophosphate, ammonium, total suspended solids, and pH across four separate flow streams. The system will be installed on the mezzanine of the UV disinfection system at the Nine Springs Wastewater Treatment Plant, serving approximately 435,000 people in 24 Madison-area communities. Vendors will be evaluated using a 100-point scoring system with criteria including qualifications (20%), product quality (30%), budget (20%), schedule (10%), and system complexity and maintenance requirements (20%). Mandatory vendor qualifications include being in the cabinet analyzer business for at least three years, being an original manufacturer or authorized distributor, providing a written warranty, and ability to deliver the system within 4 months of award. The RFP was released on June 27th, 2025, with proposals due by 11 am on July 18th, 2025. Vendors must submit questions by 11 am on July 11th, with potential addenda posted by July 15th, 2025.
The RFP does not specify any set-aside designations or restrictions on responding organizations. There is no explicit mention of incumbent vendors or specific integration requirements with existing infrastructure. The district has not published a specific budget range, but indicates that costs should be in line with the project scope and timeline. The project timeline includes vendor selection by August 11th, 2025, commission transaction approval by August 28th, 2025, and equipment delivery by December 31st, 2025. The Madison Metropolitan Sewerage District reserves the right to reject any proposals and will select the vendor deemed best qualified based on the evaluation criteria and negotiated compensation. The district is federal and state tax exempt, and all proposal responses and contents will be considered public record. Vendors interested in the opportunity can obtain full specifications by visiting the district's website at https://www.madsewer.org/contracting-center/ and can submit proposals via email to rfp@madsewer.org.
