About this opportunity
The Idaho Division of Purchasing is conducting a Request for Proposal (RFP) Event 427 on behalf of the Science, Technology, Engineering and Math (STEM) Action Center to procure comprehensive marketing and digital services. The procurement seeks a qualified vendor to provide an extensive range of services including marketing, branding, graphic design, advertising, public relations, digital services, and website management. Mandatory submission requirements include detailed business information, organizational and staffing documentation, and a comprehensive scope of work. Key evaluation criteria will be assessed through the proposal's submission, with a pre-proposal conference scheduled for June 12, 2024, and the deadline for submitting questions set for June 20, 2024. The initial contract term is one year, with potential renewals up to five additional years. Proposals must address the STEM Action Center's specific requirements for maintaining and enhancing their digital presence and communication strategies.
The RFP does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The current situation involves a one-time exemption request for continued webmaster services, as the agency did not receive applicants in previous solicitation attempts. The estimated annual budget for this contract is not to exceed $95,000, with potential budget fluctuations based on the STEM Action Center's evolving needs and funding availability. The agency is seeking to reevaluate the scope of work and potentially separate webmaster services from other related services in future procurement efforts. The existing contract is set to expire on September 30, 2024, and the agency is requesting a $45,000 allocation for the one-year exemption period. The Idaho Division of Purchasing retains final discretion on the exemption and is offering suppliers an opportunity to provide input regarding the practicality and competitiveness of the procurement process.
Opportunity text
The Idaho STEM Action Center has requested an exemption from competition for the purchase of Webmaster Services. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
