About this opportunity
The Idaho Department of Administration is seeking a one-time exemption from competitive procurement for water treatment chemicals used in cooling towers and chillers. The procurement is specifically for 4-5 thirty-gallon containers of chemicals per year, estimated at $18,084.80, to prevent algae growth and hard water scaling while ensuring employee safety and protecting HVAC systems. The solicitation is located in Ada County and was posted on March 29, 2024, with a response deadline of April 3, 2024. The agency intends to conduct a full competitive solicitation for these chemicals in the next fiscal year, but currently seeks a short-term exemption. The Division of Purchasing (DOP) is offering suppliers an opportunity to provide information that may support or contradict the agency's claim that a competitive process would be impractical, with the final exemption decision resting with the DOP Administrator.
No specific set-aside designations or restrictions on respondent types were explicitly detailed in the documentation. Insurance requirements do indicate that any potential contractor must provide commercial general liability, commercial automobile liability, and workers compensation insurance with specific coverage minimums. Contractors must also name the State of Idaho, the Agency, and its divisions, officers, and employees as additional insured parties. The insurance policies must be issued by insurers rated A-VII or better, with specific notice of cancellation and change requirements. While a precise award value is not definitively stated, the current procurement is valued at $18,084.80 for chemicals, with the potential for a broader competitive solicitation in the upcoming fiscal year. No incumbent vendors were specifically identified in the provided documentation.
Opportunity text
The Idaho Department of Administration has requested an exemption from competition for the purchase of Water Treatment Chemicals. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
