About this file
This document is a Request for One Time Exemption from Competition submitted by the Idaho Department of Administration to the Idaho Division of Purchasing (DOP). The agency is requesting an exemption to procure water treatment chemicals needed to prevent algae growth and hard water scaling in the Department's cooling towers and chillers. The chemicals are required for employee safety and to prevent damage to the HVAC system. The agency is requesting approval to issue a purchase order for $18,084.80 to procure 4-5 thirty-gallon containers of each chemical per year, which typically last 6 weeks. The agency plans to conduct a competitive solicitation for these chemicals in the next fiscal year.
The decision to grant the exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to provide information that may support or contradict the agency's claim that competition would be impractical, unreasonable, or disadvantageous under the circumstances. Suppliers are invited to submit their information via the IPRO system or by email prior to the closing date.

| Background and Justification attach additional sheets as needed: This request is needed in order to prevent DPW from running out of specialized water treatment chemicals, that prevent algae and hard water scaling in cooling towers and chillers. The chemicals are needed for employee safety and to prevent damage to the HVAC system. We need to process a P.O. to order the chemicals to make Watertech's monthly shipment, as DPW will be out of both water treatment chemicals in two weeks. Each 30 gallon container should last an average of 6 weeks, and are generally order for the cooling season (April-October), so 4-5 30 gallon containers of each chemical, per year. The amounts that will be used every year will require a competitive solicitation which will be completed this next fiscal year. | |
