About this opportunity

The Idaho Department of Water Resources (IDWR) is seeking an exemption from competitive procurement for Water Conveyance & Construction Contracts related to the Eastern Snake Plain Aquifer (ESPA) Managed Recharge Program. The procurement aims to partner with canal owners and operators to convey water through un-lined irrigation canals and develop dedicated constructed recharge sites, as mandated by the Idaho Legislature. The primary objective is to expand existing water infrastructure to support managed recharge activities, with a focus on utilizing current canal systems to transport large water volumes efficiently. The contract is anticipated to have a one-time purchase with an ongoing term of up to 5 years. The IDWR is requesting a policy directive that would allow direct collaboration with irrigation districts and canal companies, arguing that a traditional competitive procurement process would be impractical, unreasonable, and disadvantageous to the state's objectives. The solicitation was posted on July 31, 2023, with a response deadline of August 3, 2023, and involves technical/engineering studies and construction projects to support the ESPA program.

The procurement does not explicitly indicate specific set-aside designations or restrictions on responding organizations. The contract appears open to canal owners, irrigation districts, and construction entities with expertise in water conveyance infrastructure. The total anticipated contract value is approximately $75,000,000, representing a significant investment in water management infrastructure. No incumbent vendors are specifically identified in the documentation. The procurement is unique in that it seeks to leverage existing canal systems rather than developing entirely new water conveyance infrastructure, which the IDWR argues will be more cost-effective and faster to implement. The contract will require close collaboration with local canal companies and irrigation districts in the Eastern Snake Plain region, with a focus on technical capabilities, existing infrastructure, and the ability to support managed recharge activities. Potential respondents will need to demonstrate technical expertise in water conveyance, construction, and familiarity with the ESPA Comprehensive Aquifer Management Plan.
