About this opportunity
The state of Idaho, specifically the Idaho Military Division (IMD), is seeking a one-time exemption from competitive procurement to directly acquire water and wastewater services for the Orchard Combat Training Center. The procurement is valued at approximately $40,000 and is necessitated by recently brought online water systems that have increased service cost requirements beyond the small purchase category for fiscal year 2023 and subsequent periods. The Idaho Division of Purchasing (DOP) is facilitating this exemption request, which requires administrative review and potential approval from the DOP Administrator. The contract opportunity is currently posted with a submission deadline of October 15, 2024, following an initial posting date of October 9, 2024. The procurement process has been complicated by challenges with the state's new Luma procurement system, which has extended the typical solicitation timeline.
The exemption request suggests this procurement may have limited competitive bidding opportunities, potentially indicating restricted vendor participation. While specific set-aside designations are not explicitly detailed in the available documentation, the one-time exemption implies potential constraints on typical competitive procurement processes. The estimated contract value of $40,000 represents a relatively modest investment in water and wastewater services for the military training facility. No incumbent vendors or specific integration requirements are mentioned in the provided documentation. The procurement appears focused on ensuring continuous water and wastewater service operations for the Orchard Combat Training Center, with the DOP retaining discretion to approve the exemption request and potentially impose additional conditions on the procurement process.
Opportunity text
The Idaho Military Division has requested an exemption from competition for the purchase of Water and Wastewater Services. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
