About this opportunity

The Idaho Military Division (IMD) is seeking an exemption from competitive procurement for Vocational Training Classes to be provided by Lewis-Clark State College for students at the Idaho Youth Challenge Academy in Pierce, Idaho. The procurement is being processed through the Office of Information Technology Services (ITS) and the Division of Purchasing (DOP), specifically targeting training services within Nez Perce County. The primary objective is to secure vocational training opportunities for students with minimal travel requirements, with the nearest qualified college located 75 miles away in Lewiston. The contract opportunity was posted on August 17, 2023, with a response deadline of August 22, 2023. Key deliverables include vocational training classes that can be completed within a single day trip, ensuring accessibility for students. The IMD has indicated an anticipated total cost of $50,000 for a five-month term, with the training focused on providing educational opportunities for youth participants. Evaluation will likely center on the college's ability to meet the specific training requirements and proximity considerations.

The procurement does not explicitly outline specific set-aside designations or restrictions on responding organizations. No incumbent vendors are directly mentioned in the documentation. The contract appears open to Lewis-Clark State College as the preferred provider, though the DOP is soliciting feedback from potential suppliers regarding the requested competition exemption. Insurance requirements will be critical, with contractors needing to provide commercial general liability, commercial automobile liability, and workers' compensation insurance. The State of Idaho and its associated agencies must be named as additional insured parties on liability policies. While the exact budget range is specified at $50,000, the documentation suggests flexibility in the procurement process. The contract will require comprehensive documentation, adherence to standard state contract terms and conditions, and compliance with all relevant state procurement regulations. Potential vendors should carefully review the attached documents, particularly the Standard Terms and Conditions and Solicitation Instructions, to understand the full scope of requirements.

The Idaho Military Division has requested an exemption from competition for the purchase of Vocational Training Classes. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
