About this file

The document is a Request Form to the Division of Purchasing (DOP) in Idaho, submitted by the Idaho Military Division (IMD) requesting an exemption from competitive procurement for the purchase of Vocational Training Classes from Lewis-Clark State College. IMD seeks to provide this training opportunity to students at the Idaho Youth Challenge Academy in Pierce, Idaho. The requested exemption is based on the impracticality of requiring competitive bidding due to the unique location of the college and the need to minimize travel distance for the students.

The total anticipated cost of the training classes is $50,000, with a desired term of 5 months. IMD has provided justification for the exemption, noting that the closest college that offers the required vocational training is located 75 miles away in Lewiston, Idaho, and the exemption would allow the students to complete the training within a single day trip. DOP is offering suppliers the opportunity to review the requested exemption and provide relevant information, though the final decision remains at the discretion of the DOP Administrator.

Describe the circumstances

The Idaho Youth Challenge Academy is a school for troubled youth in Pierce, Idaho. Each year the school hosts two semesters where the students are housed and fed. The program seeks to provide a vocational training opportunity for a class of students each semester. The closest college (Lewis-Clark State College) that provides this opportunity is in Lewiston, Idaho.

Why would the competition be impractical, unreasonable, or disadvantageous under the circumstances?

We would like to obtain an exemption from competition in order to keep the distance travelled within the closest range from the school. The distance from Pierce to Lewiston is 75 miles and can be completed in one day for the students to travel, go to class, and return. This exemption would allow this vocational training opportunity to be completed.

Describe the extent to which competition is possible

IMD thinks the training in Lewiston brings value to the program for the students.

The information provided above is true and accurate to the best of my knowledge, and supports the need for a direct procurement of the described goods or services, in the best interest of the State:
