About this opportunity

The State Department of Information Technology Services (ITS), through the Idaho Division of Purchasing (DOP), is seeking bids for network connection goods compatible with Cisco, Juniper, and Palo Alto equipment throughout the state. The procurement appears to be primarily focused on Phone Provisioning Management Software (PPMS) that can automate deployment of Cisco, Webex, and Teams services, with capabilities to configure and deploy large volumes of voice solutions sustainably. The software must include support and services for Akkadian or an equivalent product, with the equivalent requiring implementation and migration services. Required technical specifications include a comprehensive annual subscription license model that covers delivery, training, support, updates, and upgrades. The contract opportunity is specifically associated with Adams County, Idaho, and has a posting date of September 1, 2023, with a response deadline of September 7, 2023. Evaluation criteria seem to emphasize comprehensive pricing, technical capabilities, and ability to seamlessly integrate with existing infrastructure.

The contract opportunity does not explicitly outline specific set-aside designations or restrictions on responding organizations. The procurement allows for optional services beyond the core subscription, including remote deployment capabilities. While no specific incumbent vendors are mentioned beyond the current PPMS contractor using Akkadian software, the state reserves the right to adjust quantities as needed throughout the contract term. The potential contract duration could extend up to five years, providing significant opportunity for the selected vendor. Though precise budget ranges are not definitively stated, the procurement suggests a substantial investment in communication technology infrastructure. The state maintains flexibility in the procurement process, with no guaranteed minimum or maximum quantities, allowing adaptability in meeting technological needs across state agencies.

The Lava Hot Springs Foundation has requested an exemption from competition for the purchase of Tree Removal Services. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
