About this opportunity

The Idaho Department of Health and Welfare is seeking a sole-source procurement for Joint Commission consulting services to support survey readiness and accreditation efforts for State Hospital West and State Hospital North. The procurement involves professional consulting services from Barrins & Associates, with a specific scope including 60 hours of consulting in 2023, two mock surveys and 200 hours of consulting in 2024, one mock survey and 200 hours of consulting in 2025, and one mock survey and 200 hours of consulting in 2026 for each facility. The primary objective is to assist these state hospitals in obtaining and maintaining Joint Commission accreditation, which will enable them to bill Medicaid/Medicare and reduce taxpayer burden. Onsite consulting will be billed at a daily rate of $3,700, and offsite hours at $300 per hour for the 2023-2026 period. The department has requested an exemption from competitive procurement due to the critical timeline, with an accreditation deadline of October 1, 2023. The contract opportunity was posted on September 1, 2023, with responses due by September 7, 2023, through the Idaho Procurement Information Online (IPRO) system.

The procurement appears to have no specific set-aside designations or restrictions on respondent types. The incumbent vendor is Barrins & Associates, which has an established relationship with the state hospitals and has developed expertise in preparing these facilities for Joint Commission accreditation. The total anticipated cost for the consulting services is $687,620, representing a one-time purchase with an ongoing duration through 2026. Insurance requirements mandate that the contractor provide certificates of commercial general liability, commercial automobile liability, and workers compensation coverage, with policies naming the State of Idaho, the agency, and its divisions as additional insured. The contractor must obtain insurance from providers rated A-VII or better, with specific minimum coverage limits. The procurement is specifically targeted to suppliers in the state of Idaho, with Canyon County noted as the primary jurisdiction of interest.
