About this opportunity

The Idaho Department of Health and Welfare is seeking supplier input on a requested exemption from competition for the purchase of security paper for vital records (birth, death, marriage, and divorce certificates), with a decision deadline of September 23, 2026. The exemption, if approved by the DOP Administrator, would allow procurement without competitive bidding under IDAPA 38.05.01.042.05, which permits exemptions when competition is determined impractical, disadvantageous, or unreasonable.

The Idaho Bureau of Vital Records requires approximately 4,000 sheets of specialized security paper per week, incorporating intaglio features, serialization, and embedded security elements. The proposed one-time purchase total is $71,456.00, with an exemption validity period of one year to allow the Department time to terminate its existing contract and issue a new competitive solicitation.

The exemption request is justified by documented performance failures from the current contracted supplier, BCA, operational since May 2024. Documented defects include intaglio border failures, ink offsetting, severe print failures resulting in approximately 25 percent certificate rejection rates, inadequate corrective action responses, and production delays due to equipment failures. Independent third-party laboratory testing confirmed specification breaches including below-minimum paper thickness and excessive porosity. The Department currently maintains just over six weeks of known good quality paper on hand and faces critical operational risk if supply depletes, which would impair the bureau's ability to issue vital records essential for school enrollment, government benefits, Real ID and passport applications, and estate administration.

The DOP Administrator approved the exemption on September 17, 2026, pending additional conditions. Suppliers may submit information supporting or contradicting the exemption claim by September 23, 2026 via the IPRO supplier attachments section or to purchasing@adm.idaho.gov. The proposed supplier under the exemption is Veritrace.
