About this opportunity
The Idaho Department of Fish and Game (IDFG) is seeking a one-time procurement for a specialized representative to serve on the Pacific Salmon Treaty Group Commission. The primary objective is to secure Scott Marshall as a Chinook Salmon Expert for a two-month term, with IDFG requesting an exemption from standard competitive bidding processes. The procurement is specifically for expert representation and technical consultation related to salmon treaty negotiations, with the key deliverable being Marshall's direct participation and expertise on the commission. IDFG has submitted a request to the Division of Purchasing (DOP) to bypass traditional competitive bidding, arguing that Marshall's specific nomination and vetting by the board makes standard procurement processes impractical. The procurement opportunity was posted on September 13, 2023, with a response deadline of September 18, 2023. The DOP is inviting potential suppliers to provide input regarding the exemption request, though the final decision remains at the discretion of the DOP Administrator.
No specific set-aside designations or restrictions on responding organizations were explicitly detailed in the documentation. The procurement does not appear to have designated preferences for disadvantaged enterprises or small businesses. The total anticipated cost for these services is $25,000 for the two-month term. No incumbent vendors or current contractors were mentioned in the available documents. The procurement does not seem to require integration with existing infrastructure or technology beyond the expert's direct participation on the Pacific Salmon Treaty Group Commission. Insurance requirements are standard, including commercial general liability, commercial automobile liability, and workers compensation with specified minimum coverage limits. The State of Idaho, the contracting agency, and its divisions will be named as additional insureds on the liability policies. The contract includes standard terms and conditions typical of state procurement processes, with potential for administrative review and modification.
Opportunity text
The Idaho Department of Fish and Game has requested an exemption from competition for the purchase of Representation on the Pacific Salmon Treaty Group. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
