About this file

The document is a Request Form to the Division of Purchasing (DOP) by the Idaho Department of Fish and Game (IDFG) seeking an exemption from competition to procure the services of Scott Marshall as their representative on the Pacific Salmon Treaty Group Commission. IDFG is requesting a one-time purchase for an ongoing 2-month term to serve as their Chinook Salmon Expert on the commission. IDFG has requested the exemption citing that competition would be impractical, unreasonable, and disadvantageous as the person must be vetted and nominated by the board, and Scott Marshall has already been nominated as the candidate they need to serve in this role.

The total anticipated cost for the services is $25,000. The DOP is offering suppliers the opportunity to review the requested exemption and provide relevant information, though the decision remains discretionary and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to submit information that may support or contradict IDFG's claim that competition would be impractical, unreasonable, or disadvantageous under the circumstances.

Describe the circumstances

Idaho Fish and Game would like to use Scott Marshall as our representative on the Pacific Salmon Treaty Group Commission as our Chinook Salmon Expert as he is highly educated and experienced inthis field

Why would the competition be impractical, unreasonable, or disadvantageous under the circumstances?

The person that will be the IDFG's representative on the Pacific Salmon Treaty Group Commisssion needs to be vetted and nominated by the board in able to serve. This person must possess the knowledge and have experience and would be very time consuming to put together a solicitation and then have the low bidder be vetted and nominated by the board to serve as our representative

Describe the extent to which competition is possible there would be a very small pool of individuals that could possibly qualify to serve as our representative on the PAcific Salmon Treaty Group Commission. The person would then have to be nominated by the board in able to serve. Scott Marshall has already been nominated and is the candidate we need. This makes it impractical for competition https://adminrules.idaho.gov/rules/current/38/380501.pdf
