About this opportunity

The Idaho Military Division is seeking an exemption from competition for the procurement of Public Safety Communication small parts through the Department of Procurement (DOP). This contract opportunity, identified by State Local Contract Opportunity ID 67b0a14618df599d8a00a9e2, was posted on February 14, 2025, with a response deadline of February 20, 2025. The procurement process involves potential limited or no competitive bidding, contingent upon the DOP Administrator's discretionary approval. Suppliers are explicitly invited to provide supplemental information that could support or challenge the agency's claim that traditional competitive procurement would be impractical, unreasonable, or disadvantageous. Interested vendors must submit their supporting or contradictory documentation through either the Supplier Attachments section of IPRO or via email to purchasing@adm.idaho.gov. All submissions must be received prior to the specified closing date and time to be considered in the Administrator's decision-making process.

No specific set-aside designations or restrictions on responding organizations were explicitly outlined in the opportunity description. The procurement appears to be open to general suppliers of public safety communication small parts, with no apparent limitations on business size, type, or minority/disadvantaged enterprise status. While the exact award value or budget range is not specified, the solicitation suggests a focused procurement for specialized small parts within the public safety communication sector. The contract represents a potential direct procurement method, pending the DOP Administrator's final determination on the competition exemption. Vendors are encouraged to provide detailed information that could influence the procurement approach, with the understanding that the final decision remains solely at the discretion of the administrative authority.

Opportunity text

The Idaho Military Division has requested an exemption from competition for the purchase of Public Safety Communication small parts. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
