About this opportunity
The state of Idaho, specifically the Idaho Department of Health and Welfare and the Division of Purchasing, is seeking a one-time exemption from competitive procurement for a Pharmacy Rebate Program and Preferred Drug List (PDL) contract. The current procurement is for non-standard Content Manager Solutions, with Magellan Medicaid Administration, LLC as the potential vendor. The services include providing supplemental drug rebates, negotiations, and a Preferred Drug List to be utilized by Medicaid providers and pharmacists. The procurement is specifically for Ada County and involves developing a new contract after the expiration of the current agreement. The solicitation is posted on February 29, 2024, with responses due by March 5, 2024. Key deliverables include a centralized management system for pharmacy rebates and drug listings, with the vendor expected to provide comprehensive administrative support, data management, and integration capabilities for the state's healthcare procurement processes.
The procurement appears to have no specific set-aside designations or restrictions on respondent organizations. The current incumbent, Magellan Medicaid Administration, LLC, has proposed a 4% rate increase from $43,750 to $45,500 monthly, which translates to an annual contract value of $546,000. The contract term is proposed for one year, running from January 1, 2024 to December 31, 2024. The Division of Purchasing Administrator retains discretionary authority to approve or reject the exemption from competitive bidding. Suppliers are invited to submit information that might support or challenge the state's claim that a competitive solicitation would be impractical or disadvantageous. The procurement involves existing technology infrastructure and requires seamless integration with current state healthcare procurement systems. The state will evaluate responses based on the vendor's ability to provide comprehensive pharmacy rebate and preferred drug list management services.
Opportunity text
The Idaho Department of Health and Welfare has requested an exemption from competition for the purchase of Contract of Pharmacy Rebate Program and POL. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
