About this file

This document is a request for a one-time exemption from competition for the Idaho Division of Purchasing (DOP) to procure a Contract of Pharmacy Rebate Program and Preferred Drug List (POL) for the Idaho Department of Health and Welfare. The service provides supplemental rebates, negotiations, and a Preferred Drug List utilized by Medicaid providers and pharmacists. The current contract has expired, and the agency is requesting the exemption to develop an RFP and award a new contract. The cost for this request is $546,000.

The background and justification indicate that the service is unique, and competitive solicitation procedures are impractical. The DOP Administrator has discretion to approve or reject the request for exemption from competition. Suppliers are invited to provide information that may support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the state under the circumstances.
