About this opportunity
The Idaho Department of Health and Welfare is seeking a pharmaceutical services contract through a potential exemption from competitive bidding. The procurement is specifically for pharmaceutical services, with the agency requesting a waiver from standard competitive procurement processes. The Department of Public Procurement (DOP) is offering suppliers an opportunity to provide input regarding the exemption, with a submission deadline of August 21, 2025. Suppliers are invited to submit supporting or contradictory information that might help the DOP Administrator evaluate whether competitive bidding would be impractical, unreasonable, or disadvantageous to the state. Interested parties can submit their responses either by attaching documentation in the IPRO Supplier Attachments section or by emailing purchasing@adm.idaho.gov. All submitted information must be received prior to the closing date to be considered in the Administrator's discretionary review process.
The solicitation does not explicitly outline specific set-aside designations or restrictions on responding organizations. No incumbent vendors or current contractors are mentioned in the available documentation. The procurement appears to be an open opportunity for pharmaceutical service providers, with the DOP Administrator retaining full discretion in making the final determination about the competition exemption. No specific budget ranges or award values are disclosed in the current solicitation details. The lack of competitive bidding suggests a potential sole-source or limited-competition procurement approach, which could indicate a unique or specialized pharmaceutical service requirement. Potential respondents should carefully review the attached agency request in the IPRO Buyer Attachment section to understand the full context of the exemption request and prepare their supporting or contradictory information accordingly.
Opportunity text
The Idaho Department of Health and Welfare has requested an exemption from competition for the purchase of Pharmaceutical Services. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
