About this opportunity

The Idaho Military Division is requesting an exemption from competition for the purchase of a student management database, with the exemption decision window closing July 30, 2026. The Idaho Department of Administration (DOP) is inviting suppliers to submit information supporting or contradicting the agency's claim that competition would be impractical, unreasonable, or disadvantageous.

This is a sole-source procurement pathway — not a competitive RFP, RFQ, or IFB. The agency has filed an exemption request with DOP, and approval remains discretionary with the DOP Administrator. Suppliers have no right of appeal on the Administrator's final decision.

Suppliers may submit information via the IPRO system (Supplier Attachments section) or by email to purchasing@adm.idaho.gov. All submissions must be received before the July 30, 2026 closing time. The agency's exemption justification is attached in the Buyer Attachment section of IPRO and is available for supplier review.

This process is transparency-driven but not a traditional competitive solicitation. It is suited to vendors seeking visibility on a single-source intent or wishing to challenge the exemption rationale. The narrow closing date (two days from posting) limits the response window.
