About this opportunity

The Idaho Division of Purchasing (DOP), acting on behalf of the State Department of Information Technology Services (ITS), is seeking bids for phone provisioning management software to automate deployment of Cisco, Webex, and Teams services across state networks. The procurement specifically targets an annual subscription software solution that can configure and deploy large volumes of voice solutions in a sustainable manner. The software must include implementation and migration services, with a potential replacement for the current Akkadian software. Technical specifications require the solution to manage network connections for Cisco, Juniper, and Palo Alto equipment throughout the state. The contract opportunity is located in Nez Perce County and will have an initial term of three years with options for four additional one-year renewals. The RFQ (Request for Quote) Event #144 has a posted date of September 5, 2024, with proposals due by September 10, 2024. Evaluation criteria will focus on responsiveness, vendor responsibility, and lowest total cost, with no guaranteed minimum or maximum quantity of purchases.

The contract opportunity does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The solicitation appears open to qualified technology vendors with capabilities in network provisioning and voice solution deployment. While no incumbent vendors are directly named in the documents, the procurement suggests a preference for vendors experienced with Cisco, Webex, Teams, and enterprise network equipment from Juniper and Palo Alto. The pricing structure includes subscription costs per user per year for provisioning management software, with optional services such as hub subscriptions and remote deployment. Though specific budget ranges are not detailed, the procurement suggests a potentially significant investment in network and communication technology infrastructure. The contract will be awarded on an as-needed basis by the state, providing flexibility in procurement and potential scalability of services.

The Idaho Division of Veterans Services has requested an exemption from competition for the purchase of HVAC Control System Service. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
