About this opportunity

The Idaho Division of Purchasing (DOP), acting on behalf of the Office of Drug Policy (ODP), is initiating a procurement for comprehensive marketing and media services. The solicitation specifically seeks vendors capable of delivering a robust suite of marketing solutions, including creative production, media buying and placement, website management, social media marketing, and comprehensive branding services. The procurement is structured as a competitive solicitation with a posted date of September 2, 2025, and a critical submission deadline of September 5, 2025. Potential respondents must demonstrate expertise in developing strategic communication campaigns, producing high-quality creative content, and executing multi-channel media strategies aligned with public policy communication objectives. While specific evaluation criteria are not explicitly detailed in the provided documentation, vendors can anticipate being assessed on their technical capabilities, creative approach, previous experience with government communication projects, and overall strategic alignment with the Office of Drug Policy's communication goals.

The contract opportunity does not specify explicit set-aside designations or restrictions on respondent organizations based on the available information. No incumbent vendors or current contractors are identified in the current solicitation details. Similarly, no specific budget range or award value is currently disclosed, which suggests potential flexibility in contract scope and funding. Interested vendors should carefully review the full solicitation documents to understand any potential organizational restrictions, technical integration requirements, or nuanced qualifications for participation. Prospective bidders are advised to closely examine the complete request for proposals to ensure comprehensive understanding of the project's specific requirements and expectations for marketing and media service delivery.

Opportunity text

The Idaho Transportation Department has requested an exemption from competition for the purchase of Human Machine Interface (HMI) units. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
