About this opportunity
The Idaho Military Division is seeking to procure a 2023 Grasshopper 725DT mower with specific attachments for the Idaho Air National Guard (IDANG) Civil Engineering Squadron's facility and grounds maintenance operations. The procurement is being conducted through a direct procurement request to the Division of Purchasing (DOP), with RMT Equipment identified as one of two potential vendors in the Treasure Valley. The mower will include a 61" SD rotary deck, joystick control, vacuum drive, and high lift kit, specifically designed to support facility maintenance at the ISLD Central Office & Distribution Center. The contract opportunity was posted on September 7, 2023, with a bid response deadline of September 12, 2023 - a remarkably compressed timeline driven by urgent federal funding constraints. The agency is seeking an exemption from competitive bidding due to the narrow window for executing funds from the National Guard Bureau, which must be spent by September 30th of the current federal fiscal year.
This procurement appears to have no specific set-aside designations or restrictions on vendor participation. The total anticipated procurement value is $24,892.25, which includes the mower, attachments, freight, setup, and delivery. Only five authorized regional dealers exist for this equipment, with just two vendors available in the Treasure Valley region. The procurement is specifically for the Idaho Military Division supporting the IDANG Civil Engineering Squadron, with no indication of incumbent vendor replacement or complex technology integration requirements. The funding source is from the National Guard Bureau, with a critical mandate to utilize allocated funds before the end of the fiscal year. The procurement method involves a direct procurement approach rather than a traditional competitive bidding process, justified by the urgent timeline and potential loss of federal funding if not executed promptly.
Opportunity text
The Idaho Military Division has requested an exemption from competition for the purchase of Grasshopper Mower with Attachments. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
