About this opportunity

The Idaho Military Division (IMD) is seeking a one-time exemption from competitive procurement to purchase food commodities for the Idaho Youth Challenge program, specifically requesting a $15,000 procurement from Good Source. The procurement is for food items that cannot be obtained through existing state open contracts or the agency's current Sysco contract. The Idaho Division of Purchasing (DOP) is managing this procurement and offering transparency by allowing potential suppliers to review and provide input on the exemption request before the Administrator makes a final decision. The solicitation was posted on December 5, 2023, with a response deadline of December 8, 2023, requiring interested vendors to submit relevant information that could support or contradict the agency's claim that competitive bidding would be impractical or disadvantageous. Key objectives include filling food commodity gaps for the Youth Challenge program and ensuring continued food supply through an alternative sourcing method. The procurement appears to be a targeted, short-term solution to address specific food provisioning challenges faced by the program.

There are no explicit set-aside designations or restrictions on responding organizations mentioned in the documentation. The current vendor, Good Source, has been supportive in providing food items and deferring costs for hard-to-obtain products. While the procurement is specifically for the Idaho Youth Challenge program within the IMD, no specific disadvantaged enterprise requirements are outlined. The estimated procurement value is $15,000, representing a relatively small, one-time food commodity purchase. The procurement leverages an exemption process that allows the DOP Administrator discretionary approval, indicating flexibility in the procurement approach. No detailed integration requirements with existing infrastructure or technology are specified in the available documents. The solicitation appears designed to provide a streamlined, focused approach to addressing the program's immediate food sourcing needs through a potential exemption from standard competitive bidding processes.
