About this file

This document is a Request for One Time Exemption from Competition submitted by the Idaho Military Division (IMD) to the Idaho Division of Purchasing (DOP). IMD is requesting a one-time exemption to purchase food commodities in the amount of $15,000 for the Idaho Youth Challenge program, which is a subset of IMD. The agency previously received an exemption in January 2023, and is seeking this additional exemption to cover food items that cannot be obtained through existing state open contracts or an agency contract with Sysco. IMD believes a one-time exemption is needed to help cover the gap in food items that cannot be provided by the other contracts, and they would like a continuation exemption as this is a recurring need. Good Source, the current provider, has been helpful in providing and deferring the cost of some items not easily obtainable through other sources.

The DOP Administrator has the discretion to approve or reject the requested exemption from competition. In the interest of transparency, DOP is offering suppliers the opportunity to review the exemption request and provide relevant information to help the Administrator make a decision. Suppliers are invited to submit any information that may support or contradict the agency's claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances.

Request for the Purchase of: Commodities - Food
Cost attach quote: $15,000
Background and Justification attach additional sheets as needed: Previous exemption approved in January 2023. The Idaho Youth Challenge is a subset of the IDaho Military Division. Their mission is to house and teach troubled teens to help them get their diploma. We are currently purchasing food through the state open contracts as well as Agency contract with Sysco. IMD is requesting a one-time exemption from competition in order to purchase the food we cannot obtain through the other contracts. We have been purchasing through Good Source, but we will be exceeding the small purchasing limit for upcoming class needs. We believe a one-time exemption is needed to help cover the gap in foods that cannot be provided by the other contracts.

We would wish for a continuation exemption as this is a recurring need. Good Source helps in providing as well as deferring the cost of some items that cannot provided easily by other sources.
