About this opportunity
The state of Idaho, specifically the Idaho Department of Juvenile Corrections (IDJC), is seeking a one-time exemption from competitive bidding for fire prevention and detection services at the Saint Anthony facility. The procurement involves comprehensive fire protection services, including portable fire extinguishers, fire extinguishing systems, fire sprinkler systems, and related inspections and monitoring. The agency is requesting an exemption to maintain continuity of services with current vendors during an ongoing construction and integration project involving 15 connected facilities. The exemption is sought through the Idaho Division of Purchasing (DOP) and would be valid through June 2026, allowing time for the construction project to be completed and long-term service needs to be evaluated. The bid opportunity was posted on April 4, 2024, with a response deadline of April 9, 2024, and suppliers are invited to provide information that may support or contradict the agency's claim that competition would be impractical or disadvantageous.
The procurement appears to have no specific set-aside designations or restrictions on responding organizations. The total value of the fire protection services is estimated at $11,700, which covers the ongoing maintenance and integration of fire systems across the IDJC facilities. While specific incumbent vendors are not explicitly named, the current service providers are referenced as part of the continuity rationale for the exemption request. The DOP Administrator retains discretion to approve or reject the exemption, and the opportunity is open to qualified fire protection service providers who can demonstrate capability in managing complex fire prevention and detection systems. The procurement is specific to the Idaho County jurisdiction and is part of a broader infrastructure improvement project for the Department of Juvenile Corrections.
Opportunity text
The Idaho Department of Juvenile Corrections has requested an exemption from competition for the purchase of Fire prevention and detection services. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
