About this opportunity

The state and local contract opportunity posted by Idaho, specifically for Ada County, involves a procurement by the Idaho STEM Action Center (STEM AC) to support legislative requirements through the Idaho STEM Ecosystem. The primary contract is with Idaho Business for Education (IBE), a non-profit organization, to facilitate a comprehensive STEM education and career pathway development program. Key deliverables include strategically engaging industry and public entities, facilitating STEM-related competitions and student programs, and adopting best practices in STEM education coordination. The contract term is one year, running from July 1, 2024, to June 30, 2025, with specific requirements for quarterly reporting, collaboration on statewide events, and development of communication platforms. The procurement documents indicate a due date of June 10, 2024, for responses, and the contract will require the contractor to perform various activities that support STEM education and career development across the state.

The contract appears to be a sole-source or single-source procurement, with a potential exemption from standard competitive bidding processes at the discretion of the Division of Purchasing Administrator. No specific set-aside designations for disadvantaged enterprises are explicitly mentioned in the documents. The total contract budget is $983,000, with payment structured as 50% ($491,500) to be provided by July 11, 2024, and the remaining 50% contingent upon STEM AC's approval of a mid-year report. While the procurement is primarily focused on the STEM Ecosystem support, there are ancillary documents related to vehicle leasing for the Idaho Office of Information Technology Services, suggesting potential complementary procurement activities. The State of Idaho reserves the right to terminate the contract due to non-appropriation of funds, and the agreement includes provisions for monitoring and auditing the contractor's performance.

Opportunity text

The Idaho STEM Action Center has requested an exemption from competition for the purchase of Support Legislative Requirements through the Idaho STEM Ecosystem. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
