About this opportunity
The Idaho Division of Purchasing (DOP) is seeking an exemption from competitive procurement for a one-time purchase of Duopa medication for a Parkinson's Disease patient residing at the Idaho State Veterans Home in Pocatello. The procurement is specifically for a specialized liquid medication that is only available from three vendors: Pharmacy Solutions, CVS, and Accredo. The agency is requesting the ability to purchase the medication from any of these three identified vendors to ensure continuous availability and minimize potential health risks to the resident. The solicitation was posted on September 20, 2023, with a response deadline of September 25, 2023. Suppliers are invited to provide information that may support or contradict the agency's claim that competitive bidding would be impractical or disadvantageous. The DOP Administrator retains full discretion in granting the exemption, and there is no right of appeal for suppliers. Vendors must submit any relevant information through the Idaho Portfolio (IPRO) system or via email to purchasing@adm.idaho.gov before the closing date.
No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the procurement documents. The current solicitation does not outline specific integration requirements with existing infrastructure or technology. The anticipated total cost for the medication purchase is $83,000, which represents the budget range for this specific procurement. No incumbent vendors beyond the three identified medication suppliers (Pharmacy Solutions, CVS, and Accredo) were specified. The procurement is limited to the Idaho Division of Veterans Services and specifically targets the medication needs of a single resident at the Idaho State Veterans Home in Pocatello. Vendors must comply with the State of Idaho's standard contract terms and conditions, which include providing appropriate insurance certificates with minimum coverage limits. The State of Idaho and the contracting agency must be named as additional insureds on any liability policies.
Opportunity text
The Idaho Division of Veterans Services has requested an exemption from competition for the purchase of Duopa Medication for Parkinson Disease. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
