About this opportunity

The Maine Department of Corrections is requesting proposals for educational assessments and support services at Arthur R. Gould School within Long Creek Youth Development Center under RFP 202609125, with proposals due October 16, 2026, and questions due October 7, 2026.

The provider must conduct in-person psychological-educational evaluations for student-residents, including comprehensive assessments for autism spectrum disorder, specific learning disabilities, intellectual disabilities, and emotional disturbance, in compliance with IDEA and Section 504. The provider must hold certifications in 17 distinct psychometric evaluation instruments covering autism diagnostic assessments and academic achievement tests. Services must include monthly reporting with student demographic information and evaluation outcomes, and comprehensive documentation maintenance.

The contract period runs from December 1, 2026 through September 30, 2027, with four optional renewal periods extending through September 30, 2031. The Department may make one or multiple awards based on best value. Compensation is on an hourly rate basis, evaluated using a mathematical formula whereby the lowest bid receives 25 points with higher bids receiving proportionally fewer points.

Evaluation uses a 100-point scale: 25 points for organizational qualifications and experience, 50 points for proposed services, and 25 points for cost. The provider must comply with NIST standards, FERPA, HIPAA, data encryption, background investigations, PREA training, and all State of Maine IT policies and procedures. Personnel must complete required facility orientation and background screening prior to service delivery. Awards are federally funded and contingent upon annual funding availability. The Department anticipates net 30 payment terms upon receipt of accurate invoices containing the State contract number, correct pricing information, and required supporting documentation.
