About this opportunity
The University of Colorado Boulder Utilities Department is soliciting qualifications for professional architectural and engineering services supporting the installation of a fourth 1650-ton chiller (CH-4) and future programming for CH-5 at the East District Energy Plant, with qualifications due September 28, 2026 by 2:00 PM Mountain Time and a mandatory pre-submittal meeting and site tour on September 11, 2026. Colorado labor must constitute at least 80% of work performed under C.R.S. 8-17-101, and preference is given to Colorado resident vendors.
Qualified respondents must demonstrate two years of operation under the same name, design experience on at least two projects exceeding $4 million in hard costs, no prior State termination for non-performance, attendance at the mandatory pre-submittal conference, and execution of the Acknowledgment and Attestation Form. The scope includes development of controls narratives, detailed drawings, and specifications in accordance with Owner Project Requirements under a Design/Bid/Build delivery approach.
The estimated project cost is $4 million. Evaluation criteria include project team qualifications, firm and team capabilities, prior experience with relevant projects, project approach addressing budget methodology and quality control, equity and diversity initiatives, and work location proximity. Qualifications submittals must not exceed 20 double-sided pages formatted according to Appendix A evaluation criteria. Short-listed firms will be announced October 2, 2026, followed by oral interviews on October 8–9, 2026 at the East District Energy Plant. Final selection is anticipated October 12, 2026, with contract negotiation commencing the same date and anticipated design start November 12, 2026.
The project is subject to Buy Clean Colorado Act requirements, mandating compliance with Environmental Product Declaration specifications for eligible materials including asphalt, concrete, glass, and structural steel. The Architect/Engineer Agreement (SC-5.1) serves as the standard contract form; respondents accepting the RFQ implicitly agree that contract terms are workable without reservation unless formal written exceptions are submitted before solicitation close.
