About this opportunity
The City of Castle Pines, located in Douglas County, Colorado, has issued a Request for Proposal (RFP) for professional services to develop a comprehensive Economic Development Strategic Plan. The procurement seeks a consultant team to conduct a detailed economic analysis focusing on the city's current economic base, potential for development, and strategies for growth. Key deliverables include a market analysis of Castle Pines and its relationship to Douglas and Arapahoe Counties, a SWOT analysis, and an economic development action plan. The project objectives are to identify current and potential business industries, strategic real estate locations, job growth strategies, and develop an economic development incentive program. Evaluation criteria will assess proposal completeness (20%), project team experience (30%), reputation and ability to deliver (30%), and fee schedule (20%). The RFP was released on July 17, 2025, with proposals due on August 7, 2025, at 3 PM, and an anticipated Notice to Proceed on September 9, 2025. The project is expected to take four months from contract execution to final deliverables.
The RFP does not specify any specific set-aside designations or restrictions on responding organizations. The city is currently serving approximately 16,500 residents, with a projected buildout population of 35,000, and possesses a single commercial area with substantial land available for commercial development. No incumbent vendors or current contractors are mentioned in the documentation. The city remains open to discussion regarding the ultimate budget and timeline, indicating flexibility in the procurement process. The strategic plan aims to position Castle Pines toward a resilient, sustainable, and vibrant economy, with particular interest in consultants who can provide innovative approaches to analyzing constrained commercial environments and transforming community limitations into competitive advantages. While a specific budget range is not explicitly stated, the city's openness to budget discussions suggests a willingness to negotiate project costs based on the proposed approach and deliverables.
