1. Executive Summary

The City of Castle Pines (“Castle Pines”) is pleased to release this Request for Proposal for professional services related to the development of an Economic Development Strategic Plan (“Project”). Located along the southern Front Range in Douglas County, the City of Castle Pines is a diverse, creative, and unique community of approximately 16,500 residents with a projected buildout population of 35,000. Currently, the City has a single commercial area, but substantial land is available for commercial development. This study aims to position the City toward a resilient, sustainable, and vibrant economy.

The objective of this RFP is to select a respondent that satisfies the City of Castle Pine’s need to complete a comprehensive Economic Development Strategic Plan. The project is expected to take four months, from contract execution to final deliverables. The City is open for discussion on the ultimate budget and timeline. This study intends to answer three main questions:

1. What is our current standing? For example, what is our current economic base?

2. How do we progress to our next stage? For example, how do we increase Castle Pines’ appeal for development and develop strategic opportunities for economic growth?

3. What are the recommended short, medium, and long-term strategies?

2. Castle Pines Vision and Values

Statement of Vision

Castle Pines strives to be a cohesive and welcoming Colorado community that celebrates our distinct neighborhood identity, fosters a vibrant outdoor lifestyle, and promotes responsible growth in our living, working, and recreational spaces.

Our Community Vision (2021 Comprehensive Plan)

Enhance our unique character through welcoming neighborhoods, a strong sense of community, vibrant gathering places, thriving businesses, a robust open space and trails system, and ease of mobility, while looking towards the future by ensuring:

a. Parks, Recreation, and Amenities that encompass new recreational facilities, a variety of park types, natural areas, high-quality schools, and regional recreational amenities through an integrated city-wide network of open space, greenways, parks, and trails that are accessible to all residents of the City.

b. Economic Development reinforces and expands our unique, connected town centers as vibrant community gathering spaces. Further economic development will support a range of distinct businesses and restaurants, event space, entertainment venues, mixed-use development, civic amenities, enhanced walkability, quality design, and a supportive mix of housing.

c. Housing that builds on our friendly, small-town feel and provides high-quality housing for all

4 | P a g e lifecycles, integrated into great neighborhoods and set in a natural setting. This would allow for new types of housing near our walkable town centers.

d. Transportation facilitates a safe and connected community through off-street and on-street pathways, a highly connected road system, and new transportation options—unique gateway features, streetscape improvements, and signage representing the community’s high-quality aesthetic and character.

e. Land Use and Growth Management provides a high-quality-of-life community with exceptional design augmented by extensive access to open space and physical separation from adjacent neighborhoods. Land use and growth support a healthy, aesthetically pleasing, and cohesive community.

The Vision (2021 Comprehensive Plan)

The vision for Castle Pines's future recognizes the changing trends in the community while preserving what is valued. It is founded on preserving our community’s values with a focus on growth that enhances the quality of life for citizens. The Community Vision represents the community and its current ideal future while also having an eye towards an ever-changing future. As the City of Castle Pines looks towards the future, the community must decide how to capitalize on the coming growth while retaining the community assets it values today.

In 2024, the City Council identified the following priorities as Strategic Objectives for 2024/2025:

9. Scope of Services

A. Purpose and Need

The Economic Development Strategic Plan aims to position the City on a path toward a resilient, sustainable, and vibrant economy. The study is intended to offer City staff, community leaders, and stakeholders a basis for formulating community-specific economic development priorities, policy alternatives, and intervention strategies, including land use and zoning decisions. The study should help guide decisions about allocating public funds and other resources.

The purpose of the RFP is to identify a consultant team to formulate an economic development strategic plan. The consultant for this project will be expected to operate in conjunction with input from City staff, the Planning Commission, City Council, and the community, but they are encouraged to employ their expertise and innovation to recommend scope enhancements throughout the process.

B. Project Objectives

For the City of Castle Pines, the study will serve as a key source for decision makers in executing and

9 | P a g e implementing impactful economic development, activity, and policy. Key objectives include:

• Completing an economic analysis of Castle Pines and its economic relationship to

Douglas/Arapahoe Counties and the Denver metro region. Include retail leakage analysis and strategic response as part of economic market analysis to identify specific revenue opportunities. Analysis to include I-25 connectivity as economic asset vs barrier.

• Identify current and potential/future business industries that align with the regions and the

City’s competitive advantages and existing challenges.

• Identifying specific real estate locations that can be used as economic generators and catalysts for targeted industry growth.

• Identifying a clear and dynamic job growth strategy as well as gaps and challenges for job creation in the City.

• Identify regional competitive positioning strategy emphasizing authenticity over direct competition, along with pedestrian-friendly commercial environment development opportunities and branding strategies that turn small size into an exclusivity advantage.

• Identifying catalytic, adaptive reuse, infill, and redevelopment opportunities that complement existing character and economic profile.

• Compiling baseline employment assumptions and future projections based on land availability and key sector opportunities; identifying future housing needs that future employment projections will induce.

• The creation of a commercial brand that can be incorporated into the overall commercial marketing and communications brand. The brand should create a unified identity given the two distinct commercial areas on either side of I-25.

• Recommending strategic partnerships to maximize and leverage economic growth and workforce development.

• Developing an economic development incentive strategy, policy, and toolbox targeted at supporting projects that complement our community and diverse economy. The toolbox should connect to the numerous economic development organizations that support local commercial development, such as DCEDC, MDEDC, and the state OEDIT.

• Developing implementation recommendations to achieve real, long-term population, business, and tax base growth and stability for Castle Pines.

C. Scope of Work

The scope of work outlined below represents the tasks to be addressed by developing the Economic

Development Strategic Plan. Respondents may propose additional or alternative tasks to achieve the same outcome, but must note deviations from the requirements herein.

As appropriate, focus groups, interviews, surveys, and other research methodologies should be used. Data should be collected from residents, businesses, partner organizations, stakeholders, City staff, and any other identified key groups for the success of all tasks. Based on its review and discussions with staff, the Consultant Team will develop an approach to integrate existing initiatives into a refined strategy for the Economic Development Strategic Plan.

The City’s current economic initiatives include the following:

• Urban Renewal Authority

• Attracting Diverse and Unique Development

• Strategies to Recruit and Retain all Business Segments

The primary policy documents for review include the following:

Discuss project goals, identify potential constraints or issues, and discuss community involvement strategies. Then, review the scope, schedule, and deliverables.

Public Outreach (Required Engagement Plan may supplement these requirements):

• One public open house to gain community input.

• Online surveys with businesses and stakeholders, and/or in-person interviews to ensure accurate baseline and future goals information. Focus on quality over quantity with strategic

3. What are the recommended short, medium, and long-term strategies?

a. Economic Market Analysis and Opportunities

The analysis should identify current and potential/future business sectors and clusters that can lead to sustainable, scalable, and future growth in the region while aligning with the City’s competitive advantages and existing challenges. It should also look at the competitiveness of Castle Pines’ existing retail centers, in terms of lease rates, rent structures, supply and quality of product, tenant mix, and performance in the context of the region.

b. Strengths, Weaknesses, Opportunities, and Threats (SWOT) Analysis

The Consultant Team will prepare a SWOT Analysis of the existing economic base and potential future market focus. The SWOT analysis should also identify internal and

12 | P a g e external factors that favorably and unfavorably influence economic development in the

City. These factors could include, but are not limited to, location, access, transportation and transit, housing, available land, infrastructure, retail leakage numbers, public service capacity, and the surrounding economy.

Upon completing the above tasks, the Consultant Team will conduct public outreach meetings with the community advisory committee and City Council to report findings and receive feedback.

Public Outreach:

• One City Council Meeting

• One Planning Commission Meeting

• Additional engagement identified by the Consultant Team

III. Economic Development Action Plan

Based on the economic analysis in Task 2, the Consultant Team will develop a more refined strategy to answer, “How do we get there?”. The resulting strategy should provide a more in-depth, detailed analysis that will include the following deliverables:

Economic Development

The Strategic Economic Development Plan will become the guiding document for economic development priorities and draft programs over the next 5 years. a. Economic Development Activities, Projects, and Programs to implement the objectives, goals, and opportunities identified in task 2 and within the Comprehensive Plan.

b. Future Development Targets and Business Attraction Strategies for potential or future business sectors and clusters can lead to sustainable, scalable, and future growth in the Region and align with the City’s competitive advantages and existing challenges. This should also include a list of development targets, based on the land use in the Comprehensive Plan.

City’s commercial marketing and economic development programs.

d. A Draft Business Retention and Expansion Program with policies, activities, and recommendations for encouraging current business retention and expansion in alignment with development targets.

e. Catalytic, Adaptive Reuse, Infill, and Redevelopment Opportunities, including but not limited to identifying barriers to reinvestment in older commercial areas.

f. Economic Development Toolbox Recommendations for implementing the identified economic development strategies, including but not limited to incentives targeting the identified industries/business sections, workforce development, local hiring, small businesses retention, and other identified priorities and opportunities. The toolbox should include model incentive policies, public-private partnership templates, façade improvement program examples, and

13 | P a g e tax increment financing use cases. These recommendations should highlight local and national case studies and examples when appropriate.

g. A Draft Economic Development Incentive Program with templates for benchmarking, performance and goal tracking, draft applications, recommended internal review and ranking process, and other implementation recommendations.

D. Professional Service Contract

The selected firm shall provide the services according to the contract provisions in a similar form to those identified in the standard services agreement, a copy of which is attached as Exhibit 1.
