About this opportunity
Workforce Solutions Borderplex, Inc., a Texas workforce development board serving six El Paso region counties, is soliciting proposals for Lot 3: Economic Development Projects, a supplemental procurement of economic development and workforce program services, with questions due November 11, 2026 and proposals due December 2, 2026 at 3:00 p.m. MST. No predetermined set-asides apply. Small businesses and service-disabled veteran-owned businesses certified under the State of Texas VetHUB Program are encouraged to respond, and only bidders not debarred or suspended from state or federal business may apply.
Contractors will serve as subrecipients delivering services to unemployment insurance recipients, high school and college students, childcare program families, youth, military personnel, veterans, and underemployed workers. Services include skills assessments, job counseling, Individual Employment Plan development, job placement, subsidized work experience, skills training enrollment, case management, and supportive services. Funding draws from WIOA Adult and Dislocated Worker, WIOA Youth, TANF/Choices, SNAP E&T, and Non-Custodial Parent programs, plus other government or privately funded sources. The RFP is performance-based, requiring 95 percent data integrity and compliance. Contractors must maintain a living wage minimum, and at least 10 percent of staff must reside in the El Paso region for in-person service delivery. Required insurance includes commercial general liability of $1 million per occurrence and $2 million aggregate, plus workers' compensation and professional liability coverage.
The initial term is anticipated at 12 months, with up to four additional one-year renewals contingent on satisfactory performance, continued need, and funding availability, for a maximum of five years. Pricing is negotiated with conditionally qualified providers, who submit detailed budgets based on allowable, reasonable, allocable, and necessary expenses. The RFP ties this solicitation to an original FY26002RFP award. WSB may modify funding levels, scope, and performance measures on 30 days' written notice and may terminate for performance, noncompliance, or insufficient funding. Submissions go exclusively through the Beacon Bid portal. Answers to questions will be posted by November 20, 2026, and proposals will be opened virtually via Microsoft Teams on December 2, 2026 at 3:05 p.m. MST.
