About this opportunity
The State of Utah's Division of Purchasing is pursuing a sole-source procurement for Economic and Forecasting Data, specifically targeting Moody's forecast data for 2025. The procurement notice indicates an intent to award a contract without standard competitive bidding processes, citing unique circumstances that make traditional procurement methods impractical. The scope of work, detailed in the attached "4-Scope of Work Moodys Forecast Data 2025.docx" document, outlines the specific requirements for economic data and forecasting services. The procurement is being conducted under Utah's Procurement Code, with a published notice date of August 8, 2025, and a proposal due date of August 15, 2025. The Division of Purchasing will evaluate the procurement based on specific criteria outlined in their Part 8 Exceptions Form, which includes assessing whether there is only one source for the procurement item or if transitional costs significantly impact the procurement decision.
While the documentation does not explicitly mention set-aside designations or disadvantaged enterprise requirements, the procurement appears to be a targeted sole-source acquisition focused specifically on obtaining Moody's economic forecasting data. The procurement documents suggest this is a specialized procurement that may have limited vendor eligibility due to the unique nature of the economic data required. The attached "3-2025 08 06 Part-8-Exceptions-Form-Sole-Source.pdf" indicates a structured approach to justifying the sole-source procurement method. Although specific budget ranges are not disclosed in the provided documents, the comprehensive nature of the procurement and the specialized economic data suggest this is likely a significant contract with Moody's Analytics. The procurement process includes provisions for confidentiality, as evidenced by the "1-Claim of Business Confidentiality Updated.pdf" document, which further underscores the specialized and potentially sensitive nature of the economic forecasting data being acquired.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
