About this opportunity

The Colorado Department of Natural Resources, on behalf of the Energy and Carbon Management Commission, is requesting proposals for comprehensive orphaned well decommissioning services statewide under an MTOC structure, with proposals due September 8, 2026 at 10:00 a.m. MDT. The State may award to a single contractor or multiple offerors and does not guarantee a minimum amount of work.

Service Disabled Veteran-Owned Small Businesses (SDVOSBs) may receive a five percent preference if certified through the U.S. Small Business Administration's Center for Veteran Enterprise. Colorado resident bidder preferences are also available per state statute.

The scope encompasses methane emission sampling, well plugging, wellhead cutting and capping, equipment decommissioning, flowline removal and abandonment, well shut-in operations, monitoring and sampling, TENORM testing, waste management, stormwater controls, site restoration (backfill, grading, recontouring, seedbed preparation, planting, and weed control), fencing installation, soil analysis, and related on-call services. The rate schedule requires bidders to specify which service sections their firm will provide, with separate evaluations for each selected section. Pricing must cover 24 labor classifications, crew compositions (1 to 4 person crews with equipment), mileage and mobilization, ancillary services, and over 130 equipment line items with hourly and daily rate options.

The contract is structured as an MTOC with a term through June 30, 2031. Pricing is submitted for fiscal year 2026–27 (through June 30, 2027), with annual rate adjustments beginning July 1, 2027 based on the lesser of seven percent or the average of the prior 12 months' Consumer Price Index for All Urban Consumers (Chained CPI). The project is funded under DOI-15.018, DOI-15.236, EPA-66.046, and DOE-81.089.

Questions are due August 6, 2026, with answers posted by August 21. Proposals are limited to 10 double-sided pages (20 pages total) excluding rate schedules and submission forms, minimum 10-point font. Evaluation criteria include submission compliance, team qualifications and safety records, project experience, competitive pricing relative to Colorado market averages, and model contract redline acceptability on a pass/fail basis. Interviews are anticipated September 23–24, with notice of award expected September 25 and project start October 26, 2026. Submissions must be made through Colorado Vendor Self Service or Google Forms.
