About this opportunity
The Colorado Department of Natural Resources, Division of Reclamation, Mining and Safety is requesting proposals for the ECMC Orphan Well Program MTOC (Multi-Year Treatment and Operations Contract) to provide orphan well remediation services statewide, with proposals due August 24, 2026. The contract is structured as a multi-year agreement funded by the federal Orphan Well Program and potentially state appropriations, with pricing established on a per-well or task-order basis for specific well groups.
The scope encompasses assessment, plugging, and abandonment of orphaned oil and gas wells across Colorado, with work varying by individual well conditions and geological characteristics. Bidders select applicable scope sections from 18 primary categories including well plugging, methane emissions monitoring, wellhead cutting and capping, equipment decommissioning, flowline removal, well shut-in, monitoring and sampling, TENORM testing, waste management, stormwater controls, site restoration, fencing, and soil analysis. Labor categories range from administrative assistants to senior engineers and specialized roles such as welders, CDL-certified operators, and project managers, priced hourly. Equipment line items span small tools and monitoring instruments through heavy machinery including excavators, dozers, and haul trucks, with bidders providing hourly and daily rates where applicable. Bidders may propose crew packages (one-man through four-man configurations with trucks), mobilization and demobilization, permitting fees, and subcontracted services; per diem costs must align with GSA CONUS rates rather than be embedded in the rate sheet.
The contract term is fiscal years 2027–2031. A mandatory pre-bid conference was conducted. Contractors with documented experience in oil and gas well abandonment, environmental compliance, Colorado geological conditions, established equipment, bonding capacity, and demonstrated safety records are prioritized. Evaluation is based on technical merit, cost competitiveness, and contractor qualifications.
